Technické podmínky zadávací dokumentace u projektů DB, DBB a PPP

Abstract

Bakalářská práce se zabývá především technickými podmínkami zadávací dokumentace veřejných zakázek ve stavebnictví s použitím metod Design-Bid-Build, Design-Build a Public-Private Partnership. Teoretická část je zaměřena na popis podstaty jednotlivých metod a jejich výhod a nevýhod. Dále bakalářská práce řeší technické podmínky zadávací dokumentace a jejich zmínky v české legislativě. Na konci teoretické části je u každé řešené metody popsán způsob definice technických podmínek. Praktická část se zaměřuje na ukázku projektů realizovaných danými metodami v České republice. Cílem je ověřit tvrzení v teoretické části, které říká, jakým způsobem by měly být technické podmínky u dané metody definovány. Dále se zabývá časovými a finančními náklady projektů. Tato část má za cíl vyhodnotit, zda se výhody a nevýhody, které jsou popsány v teoretické části, skutečně projevují během využívání metod v praxi.

The bachelor thesis deals mainly with the technical conditions of public tender documentation in the construction industry using the Design-Bid-Build, Design-Build and Public-Private Partnership methods. Theoretical part is focused on the description of the essence of each method and their advantages and disadvantages. Furthermore, the bachelor thesis deals with the technical conditions of the tender documentation and their mention in the Czech legislation. At the end of the theoretical part, the method of defining the technical conditions is described for each method addressed. The practical part focuses on the demonstration of projects implemented with the given methods in the Czech Republic. The aim is to verify the statement in the theoretical part, which says how the technical conditions for a given method should be defined. It also deals with the time and financial costs of the projects. This part aims to evaluate whether the advantages and disadvantages described in the theoretical part actually manifest themselves during the use of the methods in practice.
