Návrh se zaměřuje na scénář fázování a na identifikaci způsobu, jak zacházet intaktně s památkou, ale zároveň ji plnohodnotně využívat současným způsobem. Jednotlivé fáze jsou hierarchicky ustanoveny, bez nutnosti pokračování do další fáze. Díky tomu, může objekt mlýna pružně reagovat na konkrétní potřeby obce. Koncept je založen na postupném aditivním vrstvení hmot a funkci. Vrstvením tak nevznikají jen samotné prostory, ale také propojení, která mezi sebou vytvářejí další interakce.
