dc.description.abstractSdělení srovnává nároky české legislativy na řízení bezpečnosti vybraných prvků dopravní kritické infrastruktury se současným odborným poznáním, reprezentovaným generickým modelem pro zajištění integrální bezpečnosti. Na základě výsledků srovnání navrhuje úpravu stávající legislativy. Z hlediska zajištění základních funkcí státu je třeba upravit povinnosti, pravomoci i odpovědnosti jak v oblasti veřejné správy, tak v oblasti správy kritických prvků dopravní infrastruktury. V prvním případě jde o oblast organizace veřejné správy, ve které chybí: orgán dozoru nad bezpečností vybavený dostatečnými pravomocemi; a odborný systém řízení bezpečnosti jak celého dopravního systému, tak vybraných prvků dopravní kritické infrastruktury. V druhém případě jde především o zabezpečený systém řízení bezpečnosti jednotlivých kritických prvků dopravní infrastruktury, který je založen na kontinuálním řízení rizik ve prospěch bezpečnosti ve všech fázích životnosti předmětných prvků.cs
dc.description.abstractThe paper compares the requirements of Czech legislation for the management of the safety of selected elements of transport critical infrastructure with current professional knowledge, represented by a generic model for ensuring the integral safety. Based on the results of the comparison, it proposes an amendment to the existing legislation. In order to ensure the fundamental functions of the State, it is necessary to regulate the obligations, authorities and responsibilities of both, the public administration and the governance of critical elements of transport infrastructure. In the first case, it is an area of public administration organisation in which there is a lack of: a safety oversight (supervising) authority equipped with sufficient authorities and a professional safety management system for both, the entire transport system and the selected elements of the transport critical infrastructure. In the latter case, it is primarily a secure safety management system for individual critical elements of the transport infrastructure, which is based on continuous risk management for safety at all stages of the life of the elements in question.en
