Příprava obce s rozšířenou působností na novou regulaci v oblasti kybernetické bezpečnosti

Abstract

Cílem diplomové práce je příprava jedné konkrétní obce s rozšířenou působností na soulad s požadavky připravované legislativy v oblasti kybernetické bezpečnosti, která vychází ze směrnice Evropské unie NIS 2. Cíle je dosaženo analýzou aktuálního stavu kybernetické bezpečnosti u obce a návrhem bezpečnostních opatření zajišťujících soulad s připravovanou vyhláškou, která se bude obce týkat. Teoretická část práce představuje legislativní kontext, a to jak historii regulace kybernetické bezpečnosti v České republice, tak i nejzásadnější změny, které nová legislativa přináší, a které jsou pro tuto práci relevantní. Praktická část je pak zaměřena na samotnou přípravu dané obce s rozšířenou působností na soulad s novou legislativou. Sběr dat o této obci se skládá z písemného dotazníku a z živého rozhovoru. Získané informace jsou dále zpracovány a porovnány s požadavky vyhlášky. Z porovnání plynou nedostatky obce v zajišťování kybernetické bezpečnosti. Z těchto poznatků je dále vypracován seznam návrhů na opatření, která zajistí soulad s novou legislativou. Z těchto zjištění jsou také vypracována obecná doporučení pro ostatní obce, kterých se bude legislativa týkat.The aim of the thesis is to prepare one specific municipality with extended powers to comply with the requirements of the upcoming legislation in the field of cybersecurity, which is based on the European Union Directive NIS 2. The aim is achieved by analyzing the current state of cybersecurity in the municipality and proposing security measures to ensure compliance with the upcoming decree, which will affect the municipality. The theoretical part of the thesis presents the legislative context, both the history of cybersecurity regulation in the Czech Republic and the most fundamental changes that the new legislation brings, which are relevant to this work. The practical part then focuses on the actual preparation of the municipality with extended powers to comply with the new legislation. Data collection on this municipality consists of a written questionnaire and a live interview. The information obtained is further processed and compared with the requirements of the decree. The comparison reveals the municipality's shortcomings in ensuring cybersecurity. From this information, a list of proposed measures to ensure compliance with the new legislation is developed. These findings are also used to develop general recommendations for other municipalities that will be affected by the legislation.
