Sociální bydlení

Abstract

Náplní této práce je pohled na sektor bydlení, nazývaný sociální bydlení, za který se v převážné míře považuje sektor nájemního bydlení. Snažil jsem se v práci obsáhnout, pomocí jakých nástrojů lze zvýšit dostupnost bydlení potřebným skupinám obyvatel, jež si ze sociálních nebo finančních důvodů nemohou zajistit bydlení na volném trhu. V oblasti fyzické dostupnosti je důležitá podpora reprodukce stávajícího bytového fondu a rozvoje nájemního bydlení. V oblasti finanční dostupnosti bydlení jsou podporou výdaje finančních rozpočtů určené na výplatu příspěvků na bydlení, jehož příjemci jsou domácnosti s nízkými příjmy nebo jsou odkázány na sociální dávky. K analyzování stavu bytového fondu a dopadu deregulace nájemného na domácnosti ve městě Karviná posloužil strukturovaný rozhovor.The aim of this thesis is to investigate sector of housing called social housing, many times regarded sector of affordable rental housing. In this thesis, I intended to examine which tools are needed to increase availability of housing for certain groups of inhabitants who are not able to obtain housing in a free market due to social and financial reasons. Considering the sphere of physical availability, support of spreading of present housing stock and development of rental housing are of high importance. In sphere of financial availability of housing, the support is obtained from the distribution of financial budget which is designed as housing benefit and obtained by households with low income or by those dependent on supplementary benefits. For the analysis of the conditions of housing stock and of impact of deregulation of rent in households in town Karviná served structural conversation.
