Abstract
Disertační práce „Vliv developerských projektů na rozvoj území“ se zabývá problematikou celospolečenských užitků generovaných při plánování projektů rozvoje území. Práce je s ohledem na rozsah problematiky a míru jejího rozpracování zaměřena na oblast dopadů zelených ploch při rozvoji území. V rámci práce je definován přehled současného poznání oblasti celospolečenských užitků a popis typologie z oblasti územního rozvoje. Následně je definován rámec, ve kterém jsou popsány dopady projektů rozvoje území z výzkumu realizovaného v rámci této práce. A to včetně odůvodnění a identifikace výzkumné mezery v oblasti hodnocení dopadů zelených ploch. V rámci výzkumného šetření jsou identifikovány dopady zelených ploch a ty jsou v rámci práce dovedeny až k určení jejich monetární hodnoty, neboli užitku. V práci jsou také identifikovány dva nové dopady zelených ploch, a to redukce hluku z komunikací a snížení opotřebení komunikací. Pro tyto dva dopady je v rámci práce definován postup jejich kvantifikace a následně evaluace. Všechny tyto užitky jsou následně aplikovány do výpočtu ekonomické čisté současné hodnoty v rámci případové studie, jež se využívá jako ukazatel ekonomické efektivnosti investic pro veřejné projekty v metodice analýzy nákladů a užitků. Na základě práce lze konstatovat, že analýza nákladů a užitků je vhodným rámcem pro hodnocení efektivnosti zelených ploch v kontextu projektů rozvoje území. Současně se také v práci podařilo identifikovat a monetárně ohodnotit dříve nedefinované dopady projektů rozvoje území snížení opotřebení komunikací a redukce hluku z komunikací.
The dissertation thesis "The Impact of Development Projects on urban Development" deals with the issue of socio-economic benefits generated in the planning of urban development projects. Given the scope of the issue and the degree of its elaboration the thesis focuses specifiacaly on the impact of greenery areas in the urban development. The thesis defines an overview of the current knowledge of the field of socio-economic benefits and a description of the typology in the field of urban development. Subsequently, a framework is defined within which the impacts of the land development projects from the research carried out within this thesis are described. This includes a rationale and identification of the research gap in the field of greenery space impact assessment. The impacts of green spaces are identified and these are taken through the research investigation to the determination of their monetary value, within the thesis. Two new impacts of green spaces are also identified in the thesis, namely the reduction of noise caused by traffic and the reduction of road wear. For these two impacts, a procedure for their quantification and subsequent evaluation is defined within the thesis. All these benefits are then applied to the calculation of the economic net present value in the case study, which is used as an indicator of the economic efficiency of investments for public projects in the cost-benefit analysis methodology. On the basis of the work, it can be concluded that cost-benefit analysis is a suitable framework for evaluating the effectiveness of green spaces in the context of land development projects. At the same time, the thesis also succeeded in identifying and monetising the previously undefined impacts of land development projects in terms of road wear reduction and noise reduction caused by traffic.
