The Basis of Flexible Spatial Planning

Abstract

Plánování měst tradičním způsobem je zdlouhavý a neflexibilní proces. Nové technologie na bázi peer-to-peer odhalují limity současného systému územněplánovací dokumentace v České republice. Práce se zabývá otázkou, zda je možné na základě dostupných plánovacích teorií vytvořit koncept flexibilního územního plánování, ve kterém mají obyvatelé opravdový vliv. Induktivním způsobem a metodou kvalitativního výzkumu mapuje zakotvenou teorii komunikativního plánování. Na základě podrobné rešerše teorie komunikativního plánování jsou vytyčeny hlavní prvky, které jsou základem konceptu decentralizované územněplánovací dokumentace na bázi peer- to-peer.Planning cities in the traditional way is a long and inflexible process. New peer-to-peer technologies reveal the limits of the current land-use planning system in the Czech Republic. The paper deals with the question of whether it is possible to create a concept of flexible spatial planning in which inhabitants have a real influence. The inductive and qualitative research method maps the anchored theory of communicative planning. Detailed research into the theory of communicative planning sets out the main elements that form the foundation for the concept of peer-topeer decentralized planning documentation.
