Plán řízení rizik vybraných prvků kritické dopravní infrastruktury

Abstract

Předložená práce se zabývá plánem řízení rizik vybraných prvků kritické dopravní in-frastruktury. Vychází z dat o selhání předmětných prvků, místních podmínek, ve kte-rých se dané prvky vyskytují a využívá současné pokrokové metody řízení rizik ve prospěch bezpečnosti. Opírá se o metodiku vytváření plánu řízení rizik vybraných po-ložek dopravní infrastruktury, která má osvědčení Ministerstva dopravy České repub-liky. Publikace uvádí návrh zavedení předmětné metodiky do legislativy České repub-liky a obsahuje návod, jak plán řízení rizik mají vytvářet správci vybraných prvků kri-tické dopravní infrastruktury pro zajištění své kvalitní odezvy na selhání předmětného prvku. Na závěr uvádí příklady plánů z oblasti mezinárodní civilní letecké dopravy, ve které IATA nástroj řízení rizik již dlouhodobě vyžaduje.The presented work deals with the risk management plan of selected elements of critical transportation infrastructure. It is based on data on failure of the elements in question; the site conditions, in which the given elements occur and use current advanced methods of risk management for safety benefits. It is based on the methodology of creating a risk management plan for selected elements of the transportation infrastructure, which is certified by the Ministry of Transportation of the Czech Republic. This publication presents a proposal for the introduction of the methodology into the Czech Republic legislation and contains guidance on how the risk management plan should be created by administrators of selected elements of critical transportation infrastructures to ensure their own quality response to the failure of the element in question. It concludes with example plans in the field of international civil aviation, where International Air Transport Association (IATA) has long required a risk management toolkit.
