Posouzení přesnosti odborného odhadu při oceňování škod staveb

Abstract

Diplomová práca sa v úvodnej časti venuje vysvetleniu základných pojmov z oblasti oceňovania a poisťovníctva, ako aj prístupu poisťovní ku krytiu povodňových škôd. Hlavným cieľom práce je analýza rozsahu poškodenia konkrétneho rodinného domu v obci Zátor po povodňovej udalosti v septembri 2024. Následne je vykonané porovnanie vzniknutej škody s využitím dvoch odlišných metodických prístupov. Práca zahŕňa analýzu informácií o nehnuteľnosti a jej stave pred a po škodovej udalosti a vypracovanie odhadov nákladov na opravu: prvý s aplikáciou princípov oceňovacej vyhlášky č. 441/2013 Sb. a druhý s využitím štandardných rozpočtárskych programov. Záverečná časť práce porovnáva výsledky oboch metód a analyzuje zistenú presnosť. Výsledkom je komplexné vyčíslenie finančnej škody rodinného domu a analýza oceňovacích prístupov v praxi.The thesis is devoted in the introductory part to the explanation of basic concepts in the field of valuation and insurance, as well as the approach of insurance companies to flood damage coverage. The main objective of the work is to analyze the extent of damage to a specific family house in the village of Zátor after the flood event in September 2024. Subsequently, a comparison of the damage caused is made using two different methodological approaches. The work includes an analysis of information about the property and its condition before and after the damage event and the preparation of estimates of repair costs: the first with the application of the principles of the Valuation Decree No. 441/2013 Coll. and the second using standard budgeting programs. The final part of the work compares the results of both methods and analyzes the accuracy found. The result is a comprehensive quantification of the financial damage to the family house and an analysis of valuation approaches in practice.
