Ing. Mayada Daboul started her doctoral studies at the Faculty of Electrical Engineering and Communication Technologies of Brno University of Technology in 2012 and in 2014 submitted her thesis of dissertation and passed the state doctoral exam. The research and work on the dissertation lasted a total of 10 years, when the student interrupted her studies several times for health reasons. She finally completed and submitted the doctoral thesis in June this year. In her doctoral thesis CENTRALISED SYSTEM FOR MEASUREMENT AND MANAGEMENT IN DISTRIBUTION SUBSTATIONS, she focuses mainly on the possibilities of using the SV format according to IEC 61850-9-2 for metering in 22kV distribution networks and its evaluation in terms of application in Smart Grids technologies. For her work she used a number of her own laboratory experiments and measurements, but also available data from centralized monitoring in the environment of a pilot Smart Grid installation, built within the framework of the TAČR project (TK01030094 Smart Grids). In the context of the elaboration of the topic, the doctoral thesis carried out a really extensive search of available information, which comprehensively represents the current state of knowledge in the solved problem. However, her own scientific contribution is relatively weak, as she often used basic proven methods that she developed only minimally. Thus, the real contribution of the work can be seen only in the design of data processing for central monitoring and the way of assessing the uncertainty with which it records the measured electrical energy, especially with regard to the accuracy of current sensors. In summary, the student has demonstrated the ability of independent scientific work, during which she has compiled and experimentally verified a wide range of theoretical knowledge related to the current IEDs. However, she has not been able to take the quantity of these research activities to a qualitatively higher level with more added value in her work. But I can't ignore the fact that her entire studies were complicated by numerous absences and interruptions caused by her health problems. Ing. Mayada Daboul is the author or co-author of 10 publications, eight of which have been published in international conference proceedings and two are journal papers. One of them is an article in an indexed journal where she published the results of her PhD thesis. Between 2012 and 2017, she has participated in teaching in the exercises and laboratories of UEEN guaranteed courses and later also in the project TK01030094 Smart Energy Networks. Despite some of the above reservations, I believe that the applicant meets the requirements for the award of the academic degree of doctor and I recommend the doctoral thesis for defence.
